With the molad early Sunday morning, first op for Kiddush L’vana this month (accrding to Minhag Yerushalayim) is WED evening, eve of 4 Adar, Feb. 17th. [Many/most: Motza"Sh T’ruma. Strict 7-day people: Next SUN night.]
This month (not always), first op for KL on the West Coast (of the USA) is one night earlier, since the molad was late Shabbat afternoon, their time.
