Last op for KL this month is Sunday night (Feb. 28th) until 8:29pm Israel time. This time should be adjusted for location. E.g. in New York, the deadline for KL is 1:29pm, which means all Motza"Sh and not at all on Sunday night.
If a congregation has not said KL until this last op, they should daven Maariv first, then say KL, and then read Megila.
